Staff recommendation / action
That Council send a letter of thanks to the Venture Kamloops Board for its Committee of the Whole presentation on April 28, 2026, and request that the Board share Council’s thanks with the members who attended. Recommendation: That Council: a) RESCIND Council Policy No. PRS-13, Snow/Ice Control of Municipal Properties b) RESCIND Council Policy No. TS-4, Snow and Ice Control Priorities - City Streets c) authorize the change to the active transportation service levels, with regard to service at a set snow accumulation level and response time, as defined in Council Policy No. CO-1 Snow and Ice Control d) authorize adoption of Council Policy No. CO-1, Snow and Ice Control e) direct the Corporate Services Director to update Appendix A of the Financial Plan Recommendation: That Council direct staff to bring back a revitalization tax exemption bylaw for the Kamloops Airport for Council’s consideration (Option 1). Recommendation: That Council direct staff, regarding the proposed Kamloops Airport revitalization tax exemption bylaw, to include commercial uses that may also be considered industrial, provided such uses are limited to those directly related to airside operations. Recommendation: That Council provide direction to include a minimum new improvement value of $300,000 to be eligible within the proposed Kamloops Airport revitalization tax exemption bylaw. Recommendation: That Council provide direction to have a 10-year duration period for a 100% tax exemption on the increased value of improvements on the duration in the proposed Kamloops Airport revitalization tax exemption bylaw. Recommendation: That Council send a letter to the BC Utilities Commission regarding fuel pricing differences in Kamloops, following Council’s prior correspondence with Minister Dix, with Minister Dix copied for information.
