Kamloops permit records show varied development across neighbourhoods

City of Kamloops property records show a varied mix of construction and renovation activity across the city, led in scale by two nearby multi-family development records in Aberdeen.

The records also include new single-family homes, a legal secondary suite, commercial tenant improvements, institutional work and repairs in Westsyde, the West End, downtown and other areas. They provide a snapshot of permits associated with individual properties, rather than evidence on their own of a citywide development surge.

In Aberdeen, the City’s report for 1665 Aberdeen Dr. lists BP054400, an 88-unit, four-storey multi-residential building with an underground parking garage. The permit was applied for May 27, 2025, and issued Aug. 18, 2025.

A nearby City record at 1649 Aberdeen Dr. lists a one-lot subdivision application as well as two building permits: BP054846 for earthworks and site servicing for a new multi-family development, and BP054944 for an 80-unit apartment building on a multi-building site. The servicing permit was applied for Feb. 3, 2026, and issued May 28, 2026. The apartment permit was applied for March 23, 2026, and issued July 30, 2026.

The two Aberdeen properties are identified as lots in plan EPP146790. That supports treating them as related nearby development activity, but the supplied records do not identify applicants or owners and do not establish that the permits are part of one project.

Other residential records include BP055258 for a new single-family dwelling at 650 Stansfield Rd. in Westsyde. It was applied for Aug. 4, 2026, and issued Aug. 31, 2026. At 755 Sequoia Pl. in the West End, BP055110 authorizes converting a basement into a legal secondary suite; it was applied for May 25 and issued Aug. 31.

A new single-family home permit at 6764 Blackwell Rd. was applied for Feb. 27, 2025, and issued Aug. 25, 2026. The records also include secondary-suite work at 2844 and 2850 Thompson Dr., a garage addition at 1298 Highridge Dr., basement upgrades at 1025 Dominion St., fire-damage reconstruction at 1768 Parkcrest Ave., and a new house at 165 Mattoch-McKeague Rd.

Commercial permits in the set cover office alterations at 150 Victoria St. and 225 7th Ave., tenant improvements for a community health centre at 780 Windsor Ave., a hair salon at 1210 Battle St., and a coffee shop at 264 3rd Ave. Institutional and public-facility records include a passenger lift in an existing church at 1132 8th St., fire-damage repairs and interior alterations at 159 Seymour St., and work at 2470 Fleetwood Ave. for a Brocklehurst Arena service room.

Several entries in the supplied data are duplicates. BP055258 at 650 Stansfield Rd., BP055110 at 755 Sequoia Pl. and BP054233 at 6764 Blackwell Rd. were each counted once in this review. City property reports can also show multiple permits associated with a single property, meaning separate permits at one address should not automatically be treated as unrelated projects.

For broader context, the City’s May 2026 building-permit report recorded 388 permits worth $179.8 million in construction value year to date. At the same point in 2025, the City recorded 413 permits worth $79.2 million. The report recorded eight multi-family permits involving three or more units in the first five months of 2026, compared with 29 in the same period a year earlier, while the construction value recorded for that category was higher in 2026.

The City posts monthly permit statistics, including construction-value and permit totals, on its building-permit reports page.
