Immediately return the currently unused parking area at 48 Victoria Street West to municipal use for City Hall staff parking, independent of the review or transition of the Cllémentem facility. 2. Discontinue the City’s paid staff-parking arrangement at the BC Lotteries property as soon as contractually and operationally possible, and report to Council on the number of spaces, monthly and annual costs, remaining contractual commitments, earliest termination date, and estimated annual savings from using City-owned parking. 3. Review the services currently provided at Cllémentem and identify where the same or substantially similar services are already available elsewhere in Kamloops, and whether continued operation of a separate City-owned facility remains necessary. 4. Work respectfully with KAFS, BC Housing and other service providers to determine whether essential services at 48 Victoria Street West can be consolidated into existing shelters, supportive housing or other appropriate locations while maintaining reasonable continuity of service. 5. Subject to contractual, legal and service-transition requirements, develop a plan to discontinue social-service operations at 48 Victoria Street West and return the property to an appropriate municipal use, and report back to Council with the findings, anticipated savings, transition requirements and implementation timeline. AND FURTHER THAT this motion applies specifically to 48 Victoria Street West. It is not intended to criticize KAFS or to address, restrict, relocate or otherwise affect any other social-service agency operating on Victoria Street or elsewhere in Kamloops.
