Request that, within 30 days, the Mayor, every member of Council, all current or former City managers and directors, and any internal or external legal counsel retained by the City provide the independent reviewer with all records in their possession or control from the beginning of the current Council term concerning the Mayor, his interactions, or any Council communication strategy, including emails, text or direct messages, correspondence, recordings, and notes; 2. Direct Administration, solely to obtain pricing, to contact the Professional Investigators’ Association of British Columbia (PIABC), identify at least three qualified licensed member firms meeting this motion’s independence requirements, and obtain written quotes, including required legal review, with all quotes provided directly to Council; 3. Appoint, in an open meeting, an independent external reviewer who has not been retained by the City during the current Council term, has disclosed any conflicts, reports directly to Council, and has sole responsibility for receiving, reviewing, redacting, and releasing the records; 4. Limit Administration to obtaining quotes, producing records, and required payment, administrative, or records-access functions; release all legally disclosable records publicly and in complete context with only legally required redactions; and request all necessary consents or authorizations; and 5. Require the reviewer to report publicly whether each requested person or organization provided the records, certified that none existed, or declined to participate. AND FURTHER THAT this process apply equally to all participants and not permit selective disclosure by any participant.
